The mobilization stage for the Operation phase of asset appointment is similar to the Delivery phase. IT focuses on testing and organising (before the production of information) resources such as people and IT-related resources.

Mobilize resources.
The lead appointed party is to mobilize human resources; focusing on training and education for the delivery team. Examples of training can include proficiency in authoring tools, CDE use, etc.

Mobilize information technology.
The lead appointed party will mobilize technical/information technology-related resources. Here, the lead appointed party can test the interoperability of software packages that will be used for the production of information and platforms for exchange of information (CDE) and check if the hardware has sufficient capacity to run software for information production.

Test the asset information production methods and procedures.
The lead appointed party to test asset information production methods and procedures by:
test and document the asset information production methods and procedures;
validate the proposed information container breakdown structure as workable and refine it if necessary; the information container breakdown structure is a pre-set breakdown of units of information (i.e., division of Models) that should make it easier to manage information containers. This can depend on the size and complexity of the containers. More in ISO 19650-1.
develop shared resources to be used by the delivery team as necessary; and
communicate the asset information production methods and procedures to all task teams within their delivery team.

Maintain resources in readiness for a trigger event.
The lead appointed party needs to ensure that all resources (human and IT) are ready for the trigger event that is aligned with the appointment.
