Before the Appointment phase can commence, potential service providers/lead appointed parties need to take a number of activities as per the below sub-sections:
Nominate individuals to undertake the information management function.
The selection of lead appointed party employees for Information Management functions should be done within the appointed organisation. These nominations should be aligned with the requirement of the EIR document, where, as mentioned previously, the appointing party specifies all roles that are required (aligned with ISO 19650).
Appointment can also involve the appointed or third parties, which will take information management functions and deliver the project on behalf of the lead appointed party.

Establish the delivery team’s (pre-appointment) BIM execution plan.
Pre-appointment BIM Execution Plan is a document as part of the tender submission. It is defined by potential lead appointed parties, and its purpose is to provide details of capabilities, resources and experience in order to achieve the EIR document`s requirements.
In the scenario where the lead appointing party sub-contracts appointed parties or third parties, the lead should include these stakeholders for (pre-appointment) BIM execution plan contributions.

Assess task team capability and capacity.
Task team(s) can form part of the lead appointed party, appointed party or third parties (see relations between stakeholders in Figure 3 ISO19650-3). This step, completed by the prospective lead appointed party, as implicated in the title, is about assessing the task team's capability and capacity for information delivery. This process will look at potentially appointed individuals for information delivery and management functions (aligned with EIR), their skills, experience and numbers enabling task teams to deliver the project.

Establish the delivery team’s capability and capacity.
Following the assessment step, the potential lead appointed party will collate capability and capacity-related information to establish the delivery team.

Establish the delivery team’s mobilization plan.
The delivery team, via potential lead appointed party (Delivery Team is comprised of lead appointed party, appointed parties and third parties – see Figure 3 I.S. EN ISO 19650-3), will define a plan that includes resources, technology and production methods and procedures for trigger related project delivery. This plan will be used in practice at the mobilization stage.

Establish the delivery team’s risk register.
This step involves the creation of a risk register aligned with the production and delivery of information. This will potentially help the lead appointed party to identify potential risks related to information production and delivery, providing assurance and mitigation strategies to the appointing party (Client). More under Clause 5.3.6 of EN ISO 19650 -3.
