The Royal Institute of Architects of Ireland (RIAI) defines “Building Information Management” as the process of delivering project information to the right destination at the right time to meet a specific purpose.

They specify that the delivery of Information should be structured in a consistent manner to enable effective information delivery and automated verification of deliverables. The RIAI released their updated BIM Pack in 2022, which provides advice for organisations considering bidding on a project that includes a requirement for BIM in accordance with I.S. EN ISO 19650-2. The RIAI BIM Pack is referenced throughout this document.

The EU BIM Task Group defines BIM within their Handbook for the introduction of Building Information Modelling by the European Public Sector as a digital form of construction and asset operations that combines technology, process improvements, and digital information to radically improve client and project outcomes and asset operations. They also consider BIM a strategic enabler for improving decision-making for buildings and public infrastructure assets across the whole lifecycle. It applies to new build projects and can support the renovation, refurbishment, and maintenance of the built environment.

For the purpose of this guidance document, BIM is defined as Building information modelling (BIM) in accordance with ISO 19650 series.  BIM is about getting benefit through better specification and delivery of just the right amount of information concerning the design, construction operation and maintenance of buildings and infrastructure, using appropriate technologies.
